Will an applicant be allowed to run a trade/job role in which it has no prior training experience?
Yes, but applicant will have to take necessary SSC affiliation for that trade/job role prior to centre roll-out.
Will NSDC be specifying centre layout and lab specifications to be put up?
NSDC would leave that to the discretion of TP subject to adherence to project guidelines.
In case of NSDC partners who have received NSDC funding for setting up of centres, will they be allowed to set-up a single centre and receive the funding from both PMKK and regular NSDC funding model?
Both projects shall function separate from each other, regular NSDC funding shall have no impact from PMKK funding and vice versa.
Is the mandate the maximum which can be trained in a year?
The mandate assured is minimum, if the applicant is able to complete it before the year ends, subject to performance evaluation, further mandate shall be allotted to applicant.
Can applicant run DDUGKY Programs at PMKK?
Applicant can only run MSDE or NSDC sponsored training programs at PMKK as far as government sponsored training programs are concerned. However, TPs can operate other feebased or those sponsored under CSR/Industry funded, provided none of the guidelines get violated and the training mandate given gets first preference.
Is it mandatory to have domain specific Audio Visual Content, as a part of Smart Class?
No. It is only desirable that PMKK deploy audio-visual content for entire training effort. Using some amount of such content is mandatory.
As an applicant dealing only in manufacturing/technical sectors, is it mandatory to opt for service sectors?
The mandatory coverage is defined for manufacturing/technical trades only. Applicant may choose not to run service sector trades though it is advisable to offer service trades as well to ensure better training coverage and giving trainees adequate choices.
If applicant has enough space to run PMKK (as per space norms & guidelines) as well as other educational activities, is it permissible?
No. It is not allowed to run other educational activities at the same premises. Infrastructure for PMKK will have to separately demarcated and used exclusively for skill development training only.
While applying for more than one district, apart from filling in separate financial and technical templates, is it also necessary to make one more additional financial template consolidating all?
No. Each district application will have to be in a separate cover clearly indicating which district is being applied for, hence no consolidation is needed.
When applying for more than one district does applicant need to send separate cover or consolidate all in single cover?

Will TP have to undergo complete due diligence?
Proposals submitted under this category shall undergo legal due diligence only. Such proposals shall not undergo any technical or financial due diligence. PMKVY Centres with 5 star rating on SMART portal shall be prioritised over PMKVY centres with 4 star rating on SMART portal or centres operating fee-based courses. In case of centres having same rating, the centre having higher score on CAAF shall be prioritised.
What is the allocation criteria for PMKK?
Existing PMKK Training Providers that have exhausted their allocation limit of 50 PMKKs at the time of submission of proposal in Phase 1, 2 and 3 as per PMKK guidelines, shall not be eligible to apply under either of the category. Existing Training Providers that have failed to setup at least 80% of allocated PMKKs at the time of submission of proposal shall also be ineligible.
Can the TP apply for the excluded Job Roles under PMKK?
Yes. The job role exclusion of 19 job roles shall not be applicable for Category 1 proposals.
Will the TP be eligible for loan for up-gradation of the centre applied for?
No loan shall be provided for up gradation of centres to PMKK and these shall be treated at par with non-funded PMKKs.
If the applicant’s centre is uploaded on SMART but not accredited, will they be eligible to apply for PMKK?
No. Only centres that are accredited in SMART with 5 star and 4 star status will be eligible to apply.
What are fee based training centres?
Fee based training centres are training centres doing student paid, industry sponsored or CSR supported training programs.
Are TP franchisees eligible for submission of proposal under Category 1?
No. Only training centres operated directly by the TP can apply. No sub-let or franchisee centres shall be considered as TP operated centres.
What is the eligibility criteria for submission of proposal under Category 1?
Applicant having Training Centre affiliated and accredited on SMART with 5 star and 4 star rating and NSDC partners operating functional fee based training centres in the district and PC combination as listed in Annexure 5 are eligible for submission of proposal under Category 1.
